The research library

Understand how the IRS approaches an issue.

The library currently contains IRS rulings, including private letter rulings and other written determinations. These documents show how the IRS has analyzed specific facts and tax questions.

A private letter ruling answers an individual taxpayer’s question. It is useful context for research, but cannot be cited as precedent. Its status stays with the document as you read.

The document stays within reach

Open the original PDF, follow a page reference, or download the complete document. Available AI answers cite the pages they use; unsupported questions receive an explanation instead.

Know what is available

The current library does not yet include revenue rulings, a complete tax code or regulations library, or Tax Court opinions. Pages that cannot be read reliably are held back from search. Transcribed text is distinguished from the original.
